2.0L ('83-'88) 1987 cranks, has spark, won't fire

I just picked up this Ranger and I can't get it to run. It is a carburator version, put on a replacement engine that was an EFI. The guy I got it from put on a new distributor, cap, coil. It had the plate removed and a mechanical fuel pump bolted on the block. I am have no knowledge when it comes to the systems required to make this truck run. The MCU on the passenger side fender is in bad shape, I don't know if anything that this governs is needed to make this motor fir
 
Spray some fuel down the carb. Turn it over. Does it try to fire? If so the you should suspect fuel problems. If nothing happens then its spark related.
 
I just bought a new coil, but not getting spark. My multimeter is reading 8 VDC and it should be 12, where should I look to ensure 12VDC?
