xlt 1998

I'm not exactly sure where I should start in diagnosing my cruise control problem. The on/off buttons illuminate when headlights are on, but set speed/coast buttons do not. When I push On, then push set speed nothing happens. I checked fuses and no problem there. Please let me know what you think!
