94 ranger won't shift unless I let off the gas.

1994 Ranger 4x4 has fluid. Sometimes it won't shift from 1st to 2nd unless I let of the gas. This happens about 80% of the time, sometimes it shifts not problem. Shifting is very smooth. No other problems. I'm thinking a sensor, but tranny place ran a diagnostic and it came back no codes, he said complete rebuild is my next option, I just can't believe that. If it were an intermitant sensor issue maybe diagnostics wouldn't catch it in the act? Anybody have a similar problem/solution?
 
Could also be the intermediate band. Mine was acting very similar, turn out the intermediate band was broken. Either way the pan has to come down to check.

^^^ yes most likly the band can't stop the input drum assembly. but letting off the gas helps assist. good luck!
