What kind of bolt/plug/screw is this? How hard is it to take out, or will I need to drill it out? Thanks!

It's a rivet. Drill it out. Use a drill bit that's just larger than the hole in the center. Then push the center part through the bumper.
 
10-4. Thanks. Not real sure why they used rivets for that... but, its going to have bolts here pretty quick.
 
Rivets are cheap.

If you live somewhere that doesn't require a front tag, just leave it off entirely.
 
Unfortunately, Nebraska requires both licence plates... I just needed to get this black thing off so that I can get to my towhook bolts easier because trying to fit a ratchet in there from the bottom is a bit tough.

They put them on with rivets so that people can't take them off without some effort. It's for states that require the front plate. It's stupid.
 
Not really sure why it would matter, if the owner doesn't put the correct stuff on, its their fault...
 
They come to the dealer with rivets in the package, as the front plate holder is put on during the pre delivery inspection by the technician.
