Changed IAC now the idle sticks high

I have had a stumble at idle on my 2002 Ranger 3.0. One day it was really slow at work and just messing around I took the IAC off to clean it up and see what would happen. Well the plunger in the IAC was really brittle and half of it broke. I put it back on to go to the part store to buy a new one. With the broken IAC the idle would not drop below 1200rpm. I put the new IAC on and now while comming to a stop the R's keep between 1300-1400 and braking is obviously tougher and you can almost hear the engine winding down when coming to a stop. As I brake the rpm's also start to drop but when I get to 10 mph the Rpm's jump up to 1500 real quick and then drops down to 900. This problem never happened until I messed with the IAC it always idled around 900.
 
dumb question but did you relpace the iac gasket?
is it posable you broke/removed a vac. line
 
yes gasket was replaced and vaccum appears to be good. What pisses me off is I know it is wrong but it is not throwing a code.
