FWIW, several years back there was a guy with an '89 Ranger regular cab for sale... I wanted to buy it real bad but at the time I still had to get dad's approval an he said "NO!" lol

It had a 460 shoehorned in it and the guy said he was still working on getting it all adjusted just right but it did high 10's in the quarter and he expected it to hit 10s easy after getting it tuned in.

No, the 351C, 351M and 400 are all related and are all small blocks.

However most of the 351M's and 400's take a big block transmission.
