i have always wanted a good 2nd gen 4x4 ranger and this looks good but idk do you think the original miles are 21,698 or do you think it rolled over?

Rolled at least once.

Interior looks a little too used to only have 21k worth of occupation.

Look at pedals, steering wheel, A/T shift knob, and edge of driver's seat for wear.

If you're gonna wheel it, look for a '97 or earlier to avoid the IFS and problematic front hubs.

Also, as a general guideline, avoid the auto trans before '02 or so.

As far as KBB, right now it's a buyers market. You'll be amazed what you can get if you offer cash and no trade.

That truck does not have 21K original miles. It definitely looks like it has 121K+ miles.

That said, it looks fairly clean considering its age. A manual transmission and t-case would be better, but it looks like it could be worth $1700.
