Stereo dims but no dash lights

I'm stumped on why I don't have console lights.

I removed the console and took the bulbs out thinking they'd all be burnt but they looked fine and they all beeped when I used multimeter.

I re-assembled thinking it must be something else.

When I turn on the headlights the stereo backlights and the dimmer wheel works for the backlighting of the stereo.

What to try next? It's still taken apart so easy to remove the console.

Everything else in the cluster works, only illumination bulbs not working.
