Removing Bed, Can I make it legal to drive?


The federal law is a requirement only for new cars, not for cars after they're sold. But yes, you do need to be aware of state requirements. Last I knew, Virginia did not check backup lamps during state safety inspection.
 
It depends on the garage doing the inspection. Some will ding you for your third brake light on the cab being out even if you have a bed cap on with a functioning third brake light.
 
I unplugged mine because the glare from the 3rd brake light with the cap on is annoying. Never have hooked it back up, Ive considered putting a patch over it & doing away with the whole assembly.

I've been just taking my chances and leaving it burnt out. For the reason you state.
