Alrighty Ranger Station locals, I've got some carnage to share with you on a legal level. I don't claim to be smart in any way for this reason - I learn a lot of things by doing them very wrong the first time. Here is a great example of that. I recently bought a truck from a kid about 45 mins from where I live, we signed a bill of sale and the kid said he didn't have a title. I didn't even know to question that. He said the bill of sale from the auction would be good enough to resell when the time came, I bought it. Now months later I am getting ready to sell and there's no way I can sell this damn thing because all I have is a piece of paper saying I bought a truck from some random kid. The truck is in rough shape and I figure at this point I should just sell it for parts - any suggestions? I cannot get ahold of this person either.
 
You're going to need advice from someone in your state. In NH, a vehicle that old can be sold with a copy of the old registration and a bill of sale from the registered owner but every state is different. I wish you luck.
 
Most States have a provision for that. Call your local title bureau and ask them. In my state unfortunately you have to write a letter to a court and explain how you got the truck etc and then they decide if you get a title they can even take it from you in some instances.

I have never met directly anyone in my state successful in getting a new title like this.
 
In Florida, if that BoS has a signature, and the vin comes back clean without a lein, you're good to go.
I bought a 93 Grand Marquis (taxi) from a taxi driver and English was his 2nd language. He let me take the car without payment until i got it running. When i went to give him his $250, 2 weeks later, the house was empty. I went to the DMV with my delimma and an officer just happened to here my story. He pulled me to the side and said I gave too much info to the clerk and to go right a bill of sales up, and with a wink said "Come back with it signed and you wont have any problem, as long as it doesn't come up stolen."
 
This could be a sticky problem or not too much trouble depending on your state. I know PA is a bit ridiculous about it. Here you need a title signed in front of a Notary. I bought a piece of property as an estate because the owner passed away. The property was sold “as is” so I got it with everything on it. Including 4 cars. Nobody knew where the titles were and the family was unwilling to file for replacement titles since none of the cars ran. No title for the trailer (single wide) either. All was noted in the paperwork for the property so I can legally have the cars. Problem is, to scrap them here you need a title. And although I can’t get in trouble for them being in my possession because of the paperwork buying the property, that means nothing to the DMV about a title. So I’m stuck in a grey are.
 
Oregon is kinda annoying especially since the DMV's are mostly closed and don't do title work, my advise would be to call the DMV...
