There are fluid pumps that will pump it out through the fill hole.

You can't put a 28 spline cover on a 31 spline axle because of the bearing size differences. You can however put a 31 spline cover on a 28 spline with no problem.

I don't agree with that, I put my cover off of my 28 spline onto my 31 spline sploder axle and it fit fine.

Also for the fluid pumps, I don't like using them because they don't get all of the fluid out, which isn't good if its got water in it. Also for how long it takes to actually pull the cover why wouldn't you? Silicone is cheap.

some aftermarket covers that are for 31 spline won't fit the 28 spline.

It's the other way around it often doesn't work. The cover mounting face around the diff is shallower on the 28 spline axle for some reason (maybe relating to it's smaller dia. tubes). The cover hits against the ring gear.
