New to rangers, need help please

I just bought my 99 2wd ranger the other day. I saw this yesterday when i was looking around in the engine bay. Is this an easy fix, what way would i go about fixing it? Thanks for your help.

Is that JB weld? Dont look like and easy fix if you have to remove the whole component to drill, tap and install a new barbed fitting. Hard to tell whats going on in that pic though.
 
Can't tell what it is?
Low pressure clamps low pressure rubber tubes, maybe vacuum lines?

Looks like an intake manifold but can't recall a connection like that, what engine is in your truck?
 
I've been researching it all day. Those are the coolant lines on top of the manifold that go to the throttle body.

From what I've read, many threads and articles, all they do is warm up the throttle body. Its very common to bypass this by connecting the hoses together. It supposedly didn't hurt anything.

Its agreat pic just couldnt tell what the component was for sure but I thought it was the intake. So yea if its a cooling passage you could drill it just have to have someone hold a vacuum real close to get the shavings and if a few tiny ones got in it wouldnt bother so much in the cooling like it would laying in the intake to get sucked into the cylinders. Not sure how bypassing would effect your sensors in cold weather though and you still have the danger of that fitting breaking off hose connected or not.

Not much to worry about. Earlier 3.0's had no heating in the upper intake at all. I'm running a late 90's intake on my 93 and didn't bother running lines for the pre-heater, you won't notice a difference.
