Back in the day it was created, it made more sense. It helped smaller states have more weight, and was aimed to prevent a candidate from swaying the vote. Now that people can research a candidate easier, the latter seems more irrelevant. I believe it requires an amendment and support by 38 states of its ratification. It's been 8 years since I looked into it, so details might not be dead on. Adsm or DG would probably know for sure on the details of what we would need to ratify the electoral college.

To the best of my knowledge you are correct. It would require the same process as any other constitutional amendment.
