what could cause it to only kickdown one gear anyone know?

Does anyone have a 1988 ranger with the 2.9l and the a4ld if so can you see if it kicksdown two gears?

FWIW, are the Cats plugged ?? I also have a 94 Chev1500 2x and the cat was so plugged, hammered it out and WAM, runs like a top AND power to boot.....
