Tire shops drill the puncture to a 1/4 inch, put a glue covered rubber plug in, buff it even then rubber cement and seal a patch, that's the only safe way to patch a tire. Any repairs in the sidewall are not safe because the rubber is thinner and sidewall flex. If an actual shop repaired a sidewall, whoever did it wasn't very smart
