Buddy has a 84 B2 with a 2.8, swapped from auto to manual. Are these the same as regular fords with two different starters, one auto and one for manual or are all starters for 2.8/2.9/4.0 all the same?

2.8 IDK. 2.9 is the same. 4.0 is different. The auto starter is compatible with the 2.9 stuff. The 4.0 flywheel is larger than the 2.9. They bolt to the crankshaft the same way. I used a 2.9 flywheels and clutch with a 4.0 auto starter on my truck for years.

RockAuto doesn't show multiple staters for an 84 2.8 They claim it fits Bronco 2 till 90 and Ranger till 91. That tells me it the same one used on the 2.9. That means all of the starters are the same except for 4.0 manual.
