I recently moved to a new place. The garage floor has some kind of coating on it. It seems like wax (can scratch it with your nail). Since it is looking pretty poor I want to remove it. Any ideas on removal or what it actually is?

That looks like a hose from a shop vac. The best way to remove it is to grab it with one hand and lift it.


Seriously, if it scrapes up easily, try a stiff bristle deck brush. Maybe you can just scrub it loose and vacuum it up.
 
If it comes up that easily, I wouldn't wanna go as far as a floor scraper. Maybe just a pressure sprayer? At least it's cheap.

Isopropyl alcohol will soften it if it is a wax and probably other stuff as well. But that has some flammability hazards and breathing hazards to it. Be very careful if you try ANY solvents. You could quickly hurt or kill yourself or burn the house down.

Scraping or brushing with wire brush on a drill or grinder may get it. Sandblasting is probably best if you really want it clean. There are companies that specialize in that kind if thing. I've seen them come in and bead blast paint lines off concrete in industrial plants.
 
Or just dump a gallon of gasoline on it as I do every single time I take extreme precautions working on fuel systems.
 
Brush up what you can and vaporize the remainder with a torch.

I think it is paint. And paint that is not meant for concrete, or a moist environment. So it is tacky and worn.

It has been a PITA to remove it.
