A caster/camber kit is used to move the top of the strut on a vehicle with a strut type suspension. There is a plate that fits under the top of the strut that allows the ability to adjust camber and caster, hence the name.
Your 99 ranger does not have struts. Assuming that your truck is 2wd, it has SLA type upper and lower control arms which is actually a superior suspension design compared to the MacStruts that are so common. But you can't use camber caster stuff at all. What you need when lowering an SLA equipped vehicle are called camber eccentrics. They're basically special bolts with a lobe like a camshaft that hold the control arms onto the frame and are used to move the control arms in or out, which changes the camber.
