93 Ranger weak parking brake after new drums and shoes...cables next?

As the title states just replaced my 9in drums, shoes, and hardware on my 93 Ranger hoping to solve my weak/useless parking brake. When I initially looked the shoes were worn incredibly thin so I figured replacing them would fix it, but unfortunately it hasn't.

After installing the new shoes and hardware I adjusted the shoes so that there's a slight friction when putting the drums on. Before putting on the drum I could see the drums actuating under normal braking and engaging the parking brake.

Pretty confused so I'm assuming the next step would be parking cables, right? I also am curious what wheelbase length I should order. It's a reg cab with a 6ft bed so I'm assuming 108"?
