I finally was able to do this today. Had to pull the dash to replace the worm gear on the odometer. It is just a crappy aftermarket security device...i mean kgb explosive device... Thank you everyone for your suggestions!

Ah man, how many miles do you think I got til it splodes?

I defintely think it is aftermarket. It appears to just be cold fastened through the plastic. If I wiggle the wiring harness it will stop blinking for a second then come back on. It also seems to be making a clicking noise as well.
