Welcome! Good first post.

The 1994's are good trucks. My favorite year.

Do post up pics of your headliner and radio. If the headliner backing (it's pressed and molded fiberglass) is still good, recovering the fabric is a good DIY project. On the radio, it sounds like you're fixing to learn how to rewire a hack job. It's not hard; even a cave man can do it.

Brake lights- get a 12 volt test light; very handy to have anyway. First thing I'd do is to check for power at the brake light switch, on the brake pedal. If power is not there, look upstream and check the fuse next. If power is there, then look downstream at the bulbs, and also look at the wiring harness behind the bumper to see if it's been hacked into in the past for a trailer harness.

Good; between that, and finding this place, you got it made in the shade!
Thank you yes the foam is still in place but the actual like fabric I guess it’s ripped off

Good. When you're ready to tackle it, there's several posts on here describing how to do it (just use the "search"), or we can walk you through it.

Ok thank you gotta get my brake lights done first before I worry about it. But I’ll probably do it in a week or 2 here

Yep. Damaged. But it looks like the backing is good, so you can DIY it. Just do a search for Headliner Replacement and you get a glimpse of what to do - and what not to do in one case  .
Seats look pretty good. Whats the rest of the interior like?

Got some stains but it’s pretty nice, dash isn’t broke, all knobs in place and work,4x4 works, when I fist drove it the turn signal lights on the dash never worked but now they do, not sure if it was because I turned on the headlights or not, coming from a 2012 Chevy Cruze there are some stuff I have to get used too

Did these truck not come with 4x4 stickers on the bed or tailgate or is mine just missing,

I get the feeling that most of the stickers were dealer add-ons. Trucks with nothing but the Ranger on the fenders and the Ford logo front/rear are pretty common.

Okay

Back then, just the fancier packages had more graphics, like Splash and FX4 models. XLT is good, though. That is upper end in accessories like AC, fog lights, fancier wheels, etc.

I thought the xlt was the top of the line I guess not, also mine doesent have fog lights??

Well...Ford Marketing used to offer value packages available for different trim levels. For instance, an XL trim level might have two available Value Packages, each with a couple of extra options. XLT trim also had a couple of different value packages. It's prolly explained in the sales brochure. So technically, XLT is the top trim, but if you added a value package...and of course buyers could also add certain individual options.

XLT was top trim level. Still may not have every option. But then other special packages were developed. Like my 93 Splash. The Splash had extra graphics on the sides - a multi colored strip down tje side with the Splash logo. It also had a little taller stance. Mine was 4x4. But I believe there were also rwd Splash models. It had cloth bucket seats with lumbar support and extensions that could be pulled out to support your legs better. But mine still had manual windows. Not sure about the stereo. A previous owner had a premium stereo with CD changer installed.

In current days, the manufacturers seem reluctant to let customers pick and choose all the options. They just want to sell 3 or 4 package choices. Years ago, you would pick a vehicle, then choose trim level and special packages and then you could still pick and choose a lot of options as long as they didn't interfere with the package options too much. So, just because the badging says XLT, doesn't mean it had everything.

My xlt ranger has the paint stripe and power mirror, windows, locks and cruise so was that like loaded back then or was there more options I’m missing

That's getting close to loaded.
