Engine compartment relay box

So I have a 93 ranger , 2.3l manual trans . The other day I was messing with fuses replacing blown fuses as I first did the inside fuse box , working my way out , so I started checking the electrical part . Seeing that everything was working fine just not the ac wot relay ? . So My question is , could that mean the fuse box itself is bad ? Or ? Since electricity is not running to that relay port , but all other ports/ fuses and relays work

The WOT relay does not have power all the time. It's cool is controlled by the PCM. It's contacts will not receive power unless the A/C switch is on and the pressure switch is closed.
