Lifters are not freely compressing by hand, should they, or only if and when void of oil?

Below is a hot-link to a pic from the thread attached to this post, to explain what I mean by depressed. When taken apart and reassembled without oil in the lifter compartment one can compress the plunger with their finger, but in the state as taken from the engine they will not compress. I am at a loss as to what prevents the internal ball bearing from rising to release the internal preasure whether it be either of the forces created from trapped oil or air. Is it as simple as the diference in psi required between the two elements being air as opposed to oil?
