Are the rotors on my 1995 ford ranger splash (2wd, front abs) knock off like every other car I have ever owned or do I have to knock the dust cap off the end of the hub and remove a retaining nut of some sort?

door #2.

you need to remove the dust cap, cotter pin, and wheel bearings.

this means its also a really good time to inspect the bearings, repack them or replace them and replace the seals. just did mine a few weeks ago.

also remember you have to retorque the wheel bearings correctly. They get torqued to 25 ft-lbs while spinning the rotor, then back the nut off 1/2 a turn and torque it to 16 INCH-lbs. basically finger tight.
