Scanner port problem

So I have been having this hesitation in the engine and tried to plug up a scanner at the local autozone and that came up hopelessly. Tried another scanner, same deal. Put a multimeter up to it and Im not receiving any power at all. Anybody know where it gets it power from? My schematic doesn't get that detailed. Any help would be greatly appreciated.

I'm gonna base the year off your sig. that it's a 2000?

I have an 04 and there is a fuse panel on the passenger kick panel. There is a fuse in there for the Cigarette lighter/OBD2. It is a yellow 20 amp fuse in spot 29 which is the 3rd fuse to the left on the 2nd to bottom row.

It might be the same on yours or not. Your owners manual should have the info for you. But, check that fuse and see if it's blown. That would be the most likely cause of not getting power to the OBD2 port.
