Help Me Quick - Adjusting Rockers?

I put rebuilt heads on my truck but i used the original lifters, push rods, and rockers. my truck runs rough, spits and sputters and sometimes backfires, along with low power. do the rockers need to be adjusted? could anybody give me the quick rundown on how to adjust them? thanks!
 
okay for those who care it goes like this:

rockers are adjusted for the life of the engine but under certain circumstances they may need adjusted (new heads, rockers, pushrods, whatever)

1. turn crank till valve is completely closed
2. loosen the adjuster till the rocker is free
3. tighten it till it touches the pushrod
4. tighten it 1-1/2 turns (540*)

Shouldnt the valve also be closed when your tightning it? I was always told the valve needs to be seated then you adjust the rocker. Ive never done it but thats what ive been told before.
