ranger Will not run please help!

i have a 2001 ford ranger with a 2.5, i broke a timing belt while driving down the road, i pulled it home put a new timing belt on it, and it will not crank i set it in time by the book atleast 20 times i even had a ford mechanic look at it and he couldnt tell me what was wrong, it will just turn over and over then it will kick back like it is out of time, the motor should be notched so i dont believe it has a warped valve, i also replaced the crank sensor and the cam sensor so i know its not those can some one please help cause im out of ideas
 
Hate to say it, but you actually don't have it in the correct time.

I'm willing to bet you put it at TDC and then put everything back together. The reason why it seems like it wants to kick back like it's out of time is because you have to actually get everything to TDC (make sure it's on the compression stroke and NOT the exhaust stroke), then, at the cam, move the pulley one tooth forward so that the crankshaft is actually at 10 degrees BTDC.

Also, you could have it 180 degrees out by timing everything on the exhaust stroke.
