On my '91 explorer it's on the I-beam about right under the driver's seat. You'll probably need Ford's quick disconnect tools. (If you have those connections, do not not try to disconnect them without, you will damage your fuel lines). After disconnecting replacing is pretty straight forward. For me there was a big metal ring like a hoseclamp holding it into place, loosen it, replace filter, tighten it.
Things to consider: Loosen the driver's side first, preferably starve the engine of fuel (Remove fuel pump fuse) beforehand, beware that fuel will spill from the fuel lines and filter so you need something to collect it, also have a few cloths at hand for any fuel spillage that will occur.
