Ok trying to set the timing marks up on a 85 2.3L I can't get the crankshaft sprocket to line up exactly, its a tooth off, the tooth of the gear line up with the crankshaft at exactly TDC as per the timing cover. The cam mark is to one side or the other no matter what I do. Are they supposed to be centered on the mark? I checked it didn't look bent or anything. Can it be off half a tooth?
Must be runs like crap, vacuum is only 10 setting timing by vacuum it runs a lot better but not able to align the marks exactly.

The keyway on the crankshaft will be straight up. There is a dot on one of the teeth of the crank sprocket. This dot will point to the first edge of the notch in the seal cover behind the crankshaft. Set the crank, and time the cam to it. Once the belt is on and tight, rotate the crank clockwise (standing in front of the truck) a couple of times, and recheck the timing. If it is off, re-set the belt, you left too much slack on the first attempt. DO NOT turn the engine in the reverse direction. It will jump teeth almost everytime. shady
 
Well let me give you some different points about the truck. I can be a half a tooth off on the cam mark either way. With the timing set to 10 degs the truck has 14-17 lbs vacuum; doesn't have the power to get rolling up to 50 mphs

With the Time set to 25 degs it sounds great but hesitates while cruising down the highway, while trying to maintain rpms. The vacuum is up to 20 inches.

I have tried a different belt didn't fix it, new cap rotor, plugs, wires,
