That is a heater blower motor. They max out at what, 3000RPM? This would actually slow down the air intake speed, and make the engine work harder to breathe. The air movement would be spinning the blower cage, whether on or off. Not to mention the (relatively) massive current load on a low amperage system (~75-120 Amps)

Why not try a large funnel in the front of the truck? It would probly cause the truck to slow down because of drag? Lag would be bad also, you would have to get up to speed before it would be forcing air through? 
guess you would have to get the super chip off ebay also, and the electric blower? Just for the low speed take off's.
