Default Need Help Choosing Wheels and Tires

So I'll have my new oil pan and oil pump in on friday. Also this week I will be working on the fiberglass damage on my truck to see if it can get it looking alright. As soon as i get this done I am going to start on my off road goodies. Btw. I have a 98 ranger sports edition with 4 inch lift. 4x4 3.slow liter engine. I was going to try some 33"s but the practicality and the engines lack of power have me deciding to probably go with some 31's. I know nothing about tires or wheels so i need some help.

I will be driving mostly in town for my work but will need the ability to go up in the mountains for some weekend wheelin. I will be going probably about every weekend so i need something that grips well but is not too aggresive. Also right now i have the stock 16 inch rims i believe (maybe 17's dont remember.) If 31 inch tires would look decent on them i may just keep them. However if they don't look right im gonna need some new wheels too. I'm all about price and love junkyards. So heres my questions.

What wheels share the same bolt patterns with the ranger that could be found in a junkyard cheap?
If i can't find any in a junk yard whats a good affordable wheel that can fit some 31 inch tires and look good doing it?
And finally, for tires what is a good affordable tire to look into for mild offroading? A lot of the places i go have sandstone, sheetrock, fairly small puddles 3' usually. and basically just virginia mountain fireroads to get there
