Same problem with my '97. I assume its the same engine (OHV).. I'm too looking for some assistance. Sorry for the thread jack
Look for a leaking PCV valve hose. This may be the cause of your problem.
Also, clean the MAF sensor. If it is dirty, it may throw the readings off to make your engine think it is getting too much air.
Vaccuum leaks are the most common cause. Listen to Sasquatch, use some carb cleaner and spray around. Anywhere leaking air will cause either and increase OR decrease in RPMs.
Mine on the other hand, I cant determine what is causing it.
