Here's a very brief summary for 99~01 Explorer 5.0 swaps into 98+ Rangers. Each step forward in years from the base of 98~2000 makes the swap more complicated.
1998 Ranger is similar to 99~2001 5.0 Ex except the Ranger has no PATS
1999~2000 4-cylinder is very similar to 99~2001 5.0 Ex except the Ranger has no PATS
1999~2000 V6 Ranger is the closest to 99~2001 5.0 Ex and needs very minor electrical work.
2001~2003 needs some extra changes: PATS and speedometer VSS are the biggest.
2004~2006 adds a digital instrument cluster, some revised color codes and rerouted/revised harnesses.
2007~2009 has a 175 pin PCM and completely revised color codes and harnesses.
2010~2011 adds Traction Control, Roll Stability Control and other potential complications.
I guess the easiest way is to drop some old carbureted iron in there and use an aftermarket speedometer.
Of course, emmissions could still be an issue.
