Front Passenger axle Question

Is the inner axle supposed to freely turn while the hub is free and the truck tires are on the ground? Or is it supposed not to turn like the Driver side?
 
If both hubs are free AND the transfer case is in 2WD or neutral, both front axles should turn freely. It sounds to me like your driver's side hub is locked.
