I would suspect a relay issue if it involves your hazard too. It could also have a bad bulb. I'd check those two things before you mess with the MF switch. My 91 Explorer had this issue and it was a relay.

I know, the book sucks. Lucky for you, I spent all day looking at mine yesterday while I was installing an alarm. It is right above the OBD-II port under the steering wheel. My truck is a 96, so they should be the same; mine is blue in color, and it runs both the signals and hazards.

just ran the wire directly from the 12v input to the flasher, to the blinkers and they worked until we blew the 10amp fuse. But when we directly run the power from the modular plug that goes into the turn switch to the blinkers it doesnt work. Also the power changes from 12 at the relay to 8v at the switch.
Are all of the bulbs OK? The relay can't be more than 10 bucks, so you wouldn't be out a lot if it wasn't it. If you have 12 volts at the relay, is that with the switch supply? Or the supply from the panel? I forget if the output from the signal/flasher is 12 volts or ground. If you are getting a feed from there, it's the relay or bulbs.
If you need me to go measure, let me know. That dash is a bitch to take apart, I got the feeling Ford didn't want me in there.
