Fuel pump problems

I have a 87 ranger with a 1988 2.3 fi motor the problem i'm having is the fuel pump it's a inline carter. I have it wired through the fuse box when the key is on so is the pump. I'm on my 3rd pump this month. The tank is clean the pickup sock is clear, new fuel filter before the pump, line has been blown out no obtsructions.The pump is working just no gas coming through it. I'm not sure what to do next. Any ideas
 
Does the pump have a check valve in it? (Some pumps have them built in.) Is the pump over-amped? If the fuel cannot get out of the pump, there is no cooling in the pump.
 
I have an 86, and it has two pumps, one on the frame rail (inline) and one in the tank. I had to replace the tank pump because it was getting only a very small amount of fuel up to the inline pump. Are you getting fuel to the pump in an adequate volume?
 
The truck had a 2.0 with manual pump. I changed motors put in a 2.3 out of a 88 that was fuelinjected this block don't have the hole in the block for the manual pump so i put a inline carter electric pump on it. I don't know if the pump has a pressure relief valve in it or not.
