Mazda b3000 exhaust

Hello, first time on this website and i dont know if im posting in the right topic. Anyways i had couple questions about my 1994 Mazda b3000. Everyone tells me that if the car is 1994 and under you are alloud to take off your cat exhaust and just straight pipe it, and i was wondering if anyone from manitoba here knows if that is legal. Anyways another question is my original fuel pump died and we put a ford ranger fuel pump on it which works fine and i dont know what kind of ranger. Anyways when i fill up my truck it runs fine, but when it runs down to about 1 quarter of a tank and i stop on stop sings it starts stallin for some reason anyone had that problem before? THanks :)
 
first things first, it's a federal offence to remove the cat. regarding the fuel pump. fuel gauges can be very innacurate, the pump pickup might not be going completely to the bottom of the tank.
 
Yep your not allowed anywhere to remove the Catalitic converter, the only time its legal is when it doesn't function and only then if you replace it with a properly working one.
 
alright thanks for answers, and i have another question is just baught a new cherrybomb turbo exhaust and i put it where my old one was with out the whole pipe out, i just put maybe a 7 inch pipe for exit and it doesnt even sound good, like it sounds realy weak u can only hear it while ur beside it. anyone know what could be wrong?
 
oh and i forgot, i put it upside down because i had no room to put it flat like normal mufflers are, could that be a problem?
 
its just a turbo
