Iam remoting my TFI in a heatsink. Iam thinking of locating it on the plastic fender apron. My question is, does the heatsink need to be grounded?

Ranger44 is right. The heat sync does not need to be grounded, the module has it's own ground wire, you can ground the heat sync all you want, if that ground wire for the module fails, it still ain't grounded.
