Any ideas what would cause a RABS code 12?

My yellow ABS light is on in my '97 Ranger STX with RABS. I grounded the orange/black wire from the test connector with the ignition on and my ABS light flased a code 12 (11 short flashes followed by one long flash), which supposedly means "Low brake fluid level detected during anti-lock stop". I checked the brake fluid and it is full, so I don't understand why it is throwing this code. Does anyone have any ideas what might be causing this?
 
Problem Solved

Turns out one of the wires had come out of the sensor connector for the brake fluid reservoir which was not visually apparent without actually pulling the wires lightly. I pushed the wire back into the connector and the light went out:)

just cleaned up the wires.
 
So I replaced my axle abs sensor, I replaced the abs pump on the frame, I replaced the master cylinder I re-pinned the wires that go to the master cylinder I’m still getting a code 12 the only thing that I can come up with now is that I have a bad wire down at the abs pump or a bad wire going to the axle I’m lost
