4x4 not working

on my 98 mazda it will go into 4wheel drive but won't lock in. it changes out the gear ratio and all for 4 low but won't go in 4hi or 4lo. could it be the automatic hubs or what
 
The hubs are separately controlled from the transfer case. The t-case is electric, hubs are vacuum.
In order to get into 4hi, flip the switch. In order to get into 4lo, brake and clutch should be pushed in (manual) or brake and N or P on auto.
If it won't go into either, you have a problem with the t-case shift motor. There is an article in the tech pages about cleaning the contacts on that motor. Try that, check the wiring to the motor, have someone turn the switch while you listen under the truck.

i can here it turning into 4wheel drive but it won't lock in
 
What do you mean you can hear it turn in to four wheel drive exactly?

To me it sounds like a problem with the vacumm hubs as your symptons are as follows (and correct me if im wrong): you can hear the electric motor engage 4wd, but its still 2wd like the hubs arent engaging and it will go into 4wd low as well, but does not drive the front wheels.

If it shifts fine into 4wheel hi and 4wheel low but you aren't getting driving force to the front 2 wheels then its definitely a hub problem so start there.
 
i found out the problem the cap on the outside of the hub broke loose so i got to get a new one. I thought about goin to manual locking hubs. does anybody know how much that cap will cost?
