1996 ranger 3.0 low power driving and towing

I got a 96 ranger 3.0 4x4 that just does not have any power. Did the tune up but nothing. Is it the cats?? If I take them off is there a way to "dummy" the O2 sensor on the second cat??? Thanks

I didn't do any of the compression test....I got 31 10.50 tires on it......

Put some 26" tires back on it and it should run like it did when new..
