Hi. I've got a chance to buy a 86 ranger reg cab with the mitu 2.3 turbo diesel that was burnt in a fire buy runs well. Can I transfer motor ,trans , wiring to a 91 ranger extra cab ?

Welcome to TRS~!

I swapped a 2.3 and manual tranny into a extended cab and found the frame on the 89 even had the motor mount holes for the 2.3 (had a 2.9 automatic originally)...

So...yes...anything can be done...but...as long as there was no damage to the wiring harness inside the cab...or otherwise...
