1997 Ranger XLT Tail Light/Dash Light Fuse Blows

I just bought a 1997 Ranger XLT with a manual transmission. Recently the 20 AMP Max Fuse for the dash lights/taillights keeps blowing. I have checked the wiring leading to the taillights and everything looks good. It is also doing some other weird things like; heater will only work, then AC will only work, windshield wipers work then don't. Can anyone help me????
