One bad coil pack?

Hi, On my 93 2.3, I get 998 and 224, (coil pack 1,2,3,4 primary failure). When I unplug one of the coil packs, the engine runs as it did before, ok and driveable, but certainly not correctly. When I unhook the other coilpack it barely runs at all, sputtering etc. Is this enough of a definite test to say that coilpack is shot and needs replacement?

PS. Got that half rate tach thing going on too....
 
Well, I switched my coils, and it's still the rear one that's giving me issues. How do I test to make sure I'm getting a good signal from my ICM? Do I just unplug it, and while the engine's running on the other coilpack check for voltages at the connector?

I also removed my ICM from the intake, cleaned up the heatsink/ground and reapplied DiElectric grease to it, no change there either. All connectors so far look fine.
 
AHA. Problem solved. Turns out the ICM was shot, got a $20 junkyard one, and no more codes, drives and runs just like a wimpy little 2.3 should!
