So, umm, just who is this petition to be delivered to? Congress is 535 people (538 if you count the joke DC members). You can't deliver a petition to the whole Congress.

Most petitions to government officeholders require a valid signature. Petitions to a member of Congress require valid signatures in that Congressperson's district.

Sign it if you feel like getting junk mail, but don't expect it will have the slightest effect on Federal legislation.
