dash problem

i have a problem with my gas gauge reading how much gas is left on my 87 bronco II so i took apart everything apart and i put a test light on my voltage regulators on my cluster on the dash and it blinked any idea if it should do that
 
If the fuel guage is the only thing not working in the cluster the problem is likely NOT in the cluster... most common problem is the float in the tank sinking...
