Will 4 inch lift axle pivot brackets from an 86 bolt to a 96? I am assuming they will since you can interchange beams, coils, shocks, etc.

You speaking of the STX Highrider brackets (1.5")? If so, they should bolt up fine, yes.
 
My bad, it was supposed to say 4 inch.

Yeah, should be fine. The only major suspension change within the TTB years was how the swaybar mounted (behind the axle on the radius arms '83-'88, ahead of the axle '89-'97). This didn't affect the pivot brackets.
