Basically what the title says. I got in my truck headin home from work and the E-brake light and Rear antilock lights will not shut off. The rear antilock light shuts off for a second when i turn the engine on and then pops back on. the brake light just stays on

yep....brake fluid level/little float in resevoir (& make sure e-brake pedal is all the way up)

Rangers will always turn on the ABS and BRAKE light when Fluid is low. Sometimes, the ABS and/or BRAKE light will flash off and on during bumps. These guys are right, it's your fluid. There may be a possibility that you are leaking brake fluid somewhere. Add some more fluid and if the lights come back on after a couple of days/weeks, then you have a leak.
Both of the times this has happened to me was the result of bad wheel cylinders on the rear drums.
