Can anyone verify the 98 4.0 has a Camshaft Position Sensor.. well the part shown here: http://www.autozone.com/R,APP295442/vehicleId,1942103/initialAction,partProductDetail/store,5658/partType,00158/shopping/partProductDetail.htm

Yes, it will have a cam position sensor.
The crank sensor is unable to tell WHICH rotation the engine is on.

Can you verify it's the one shown in the picture posted, and tell me if it's mechanical?

What do you mean, verify it's mechanical?
you mean driven by the camshaft? absolutely.
Is it THAT particular one, I have no idea about the top half,
but the bottom half will be the same.

Like AllanD said - basically the same bottom half, but they changed the upper 2 more times after the version you show here.
