This '97 Ranger 2.3 is my first attempt at replacing a timing belt.

How is this following step done?

10. Rotate tensioner assembly against belt with torque wrench up to 41-45 N-m (30-33 lb-ft) and tighten adjusting bolt.

I never torqued mine...I just loosened the bolt until I can tap the tensioner into the belt without moving the timing settings and then tightened it down...

This step can actually be a bit tricky though...because if you let it slap the belt it can rock the cam setting just enough to throw off the timing...

i did mine last night with a pry bar, to get the 13mm bolt in, and tighted. put the belt on and then loosened the 13mm the spring put tension on it and then tightened up the 13mm again.

if you can twist the belt around 45 deg. between the cam sprocket and the aux shaft its tight enough.

Thanks guys, I let the tension of the spring go against the belt, turned the engine 4 times, checked the marks and tightened it all up.
